Eligibility Criteria Households proven to be in need of transitional housing (priority will be given to those who have waited for public rental housing for at least three years); those who are living in inadequate housing; or those with low income and in urgent need of community support.
Rent Level The rent will not exceed 25% of the gross household income, or it will be determined with reference to the standard of the rent allowance under the Comprehensive Social Security Assistance Scheme.
Details, Features and Related Services of the Project The Victoria Road project, supported by the Transport and Housing Bureau and the Development Bureau, is the first project in Hong Kong to renovate and convert former government quarters into transitional housing. The project aims to make efficient use of idle government properties for rendering assistance to grassroots families who are living in harsh conditions or have pressing housing needs.

The target households are mainly single persons and grassroots families with pressing housing needs, covering different age groups. The organisation hopes to promote co-living across generations and build a mutual help network in the neighbourhood. At the same time, residents’ self-reliance ability can be enhanced through intensive community support services, such as providing assistance to them in employment and welfare matters.
