Minor Works Control System (MWCS)

Introduction

The Minor Works Control System (MWCS) aims to facilitate building owners and occupants in carrying out small-scale building works safely and lawfully through simplified requirements.

Minor works submissions are processed differently by ICU for the following TWO types of properties developed by the Housing Authority (HA): -

Minor Works Items

Housing Estates/Courts/Facilities subject to the BO

More details on whether a building is subject to the BO.

Where minor works are carried out in these properties, the Prescribed Professionals or Prescribed Building Contractors carrying out the minor works should follow Procedures of Minor Works Submission and submit the relevant MW Forms.

Housing Estates/Facilities NOT subject to the BO

Where minor works are carried out by contractors engaged by the tenants in these properties, the Procedures of Minor Works Submission should be followed. Relevant ICU MW Forms should be submitted with an approval-in-principle from the estate office.

Status of Minor Works carried out in HA properties

The status of minor works submissions carried out in HA properties that are subject to the BO can be browsed in the HeBROS.

The status of minor works submissions carried out in HA properties that are NOT subject to the BO is not indicated in the HeBROS.

Audits

ICU selects samples of the minor work submissions randomly and conducts audit checks of such submissions to ascertain compliance with the statutory requirements. Disciplinary and prosecution actions may be taken against cases of non-compliance.
