Public Housing e-Plan (formerly known as HePlan) is an Electronic Submission System which allows the applicants to make electronic submissions or enquiries to HB’s ICU for HA's new development works, Alteration and Addition Works at HA’s buildings as shown in the List of Housing Estates/ Courts/ Facilities under building control by the HB’s ICU, and Minor Works at HA’s properties. HB’s ICU can reply electronically to the applicants through the system. The system provides authentication features to identify the login user and help to eliminate the need of physical signing by the applicants on the drawings, reports, forms and documents etc. for HB’s ICU submissions.
Registered building professionals, registered contractors, owners and representatives who are involved in HA’s construction projects, Alteration and Addition Works and Minor Works can register as Public Housing e-Plan users to access the system. Access is safeguarded by iAMSmart, or two-factor authentication, requiring login credentials (i.e. login name and password) and a valid e-Cert. Eligible applicants include:
