The Independent Checking Unit (ICU) was established in November 2000 as one of the Quality Housing Initiatives of the Hong Kong Housing Authority (HA) to exercise building control to the HA’s new development works in line with the Buildings Ordinance and the policies and guidelines of the Building Authority. In February 2001, ICU started exercising building control to the new development works that had been approved by the HA’s Building Committee from May 2000 onwards. In May 2003, building control was extended to cover the existing buildings developed by the HA.
The ICU is working directly under the Office of the Permanent Secretary for Housing.
