The Hong Kong Housing Authority (HA) and the Hong Kong Housing Society (HKHS) will provide flats in a total of 10 development projects for owners who have sold their titles to the Government, either to purchase or to participate through the “Flat for Flat” arrangement.
The flat selection priority under the Special Sales Exercise will be determined in batches according to the date on which the duly signed "Letter of Acceptance" from the owners is received by the Government. The deadline for the first batch is 30 June 2026, while that for the second batch is 31 August 2026. The flat selection priority for applicants within the same batch will be further determined by their sequence as drawn in a ballot.

For WFC owners who opt for the “Flat for Flat” arrangement when accepting the acquisition offer, the Government has issued a "Flat for Flat Voucher" (Voucher) in lieu of cash to the owners. The value of the Voucher is equivalent to the acquisition amount and will serve as the "credits" for owners when they join the Special Sales Exercise to purchase subsidised sale flats (SSF) reserved by the HA or the HKHS. If the price of the flat selected by the owner is higher than the "credits", the owner will need to make up the difference. On the contrary, if the price of the selected flat is lower than the "credits", the owner may receive the corresponding balance. In short, under this arrangement, the Government will purchase a SSF on the owner's behalf at the same price as the acquisition price under the Special Sales Exercise. Any difference will be settled by the owner on a "pay more or get refunded" basis.
When participating in the Special Sales Exercise, the holder of the Voucher is required to bring along with him/her the Voucher when attending flat selection, signing the ASP and executing the Deed of Assignment. He/she should also complete the specified form set out in the Voucher to direct the Government to pay the deposit and the balance of the purchase price to the vendor (i.e. the HA or the HKHS). After making a successful payment, the Government will send notifications of the remaining balance of the Voucher to the Holder of the Voucher and the mortgagee bank of the original WFC flat (if applicable).
For owners who opt for the “Flat for Flat” arrangement but are unable to purchase a flat under the Special Sales Exercise, the Government will pay the acquisition amount to them in cash. Owners who are unable to select a flat under the Special Sales Exercise may also obtain Green Form status for two years (from the date the acquisition payment is credited to their account) to purchase SSF with premium unpaid in the secondary market, including GSH, HOS, and Tenants Purchase Scheme flats.
WFC owners who purchase SSF under the Special Sales Exercise will not be subject to the alienation restrictions related to the restriction period. However, as owners will purchase SSF at a discounted price, the status of the newly purchased flats will remain as flats with premium unpaid. If owners wish to sell their flats in the open market, they will still be required to pay the premium. Payment of premium means that owners need to pay to the HA or the HKHS to make up for the discount they received when the flat was originally purchased. For the avoidance of doubt, all WFC owners are reminded that the relaxation is of a personal nature and is applicable only to WFC owners who purchase a new first-hand SSF under the Special Sales Exercise. Any subsequent purchaser of such flat shall continue to be bound by the prevailing alienation restrictions applicable to the respective SSF developments.
The initial market value used to calculate the discount at the time of purchase under the Special Sales Exercise is the market value prevailing at the date of fixing the sale price of flats. Under the Special Sales Exercise, the discount rate for flats purchased under HKHS projects and HA's HOS projects is 30%, whereas the discount rate for HA's GSH flats is 40%.
