To assist the Light Public Housing (LPH) households in need to adapt to the new neighborhood more quickly, the Housing Bureau (HB) has launched of the “Trial Scheme on Special Allowance for Households of Light Public Housing” (“Trial Scheme”) with the support from the Community Care Fund.
The “Trial Scheme” provides a one-off special allowance for households of LPH to alleviate their pressure arising from expenditures during removal and adaptation to the new living environment and community (such as children's school transfer, purchasing furniture and electrical appliances, re-establishing community networks, etc.). There is no restriction on the use of the allowance so as to allow households to meet their own needs in a more flexible manner. The “Trial Scheme” is targeted at households who have successfully applied for and moved LPH.
The “Trial Scheme" will be implemented by HB with the assistance from the operators of LPH, who will be responsible for operating and managing the LPH projects. Households which have submitted applications for LPH with the need for the special allowance may, upon passing the eligibility verification, apply for the “Trial Scheme” through the operator of the respective LPH projects.
Each household, including the applicant and all family members living with him/her, will be considered as a disbursement unit under the "Trial Scheme". The amount of allowance depends on the number of family members living together in the household and the location of LPH. | Note 1: | If the beneficiaries of the "Trial Scheme" need to and successfully moved to another LPH project due to health or other special reasons, they may submit another application for the allowance, supported by relevant documentary proofs (e.g. recommendation letters by registered social workers). Upon approval by the operating organisation of the LPH and report to HB, they may be granted the allowance again. |
| Note 2: | For those who have benefited from the "Trial Scheme on Special Allowance for Households of Transitional Housing" but have returned the special allowance for any reason, they are still considered to have received the special allowance. |
| Note 3: | The special allowance will be adjusted upward starting from 1 March 2026. |
| Note 4: | Recipients of the special allowance are required to reside in the LPH concerned for at least one year. Those who have resided for less than one year without a reasonable explanation will be required to return the full or partial amount of the allowance received to HB through the respective operator. Those with a reasonable explanation (e.g. being allocated to traditional Public Rental Housing, purchase of a Subsidized Sale Flat unit, having to move to other LPH, transitional housing projects or institutions due to health reasons, etc.) will be exempted from returning the allowance to HB. |
