Briefing Session on the Operation of “Light Public Housing”

In order to fill the short-term gap of public housing supply and improve the living conditions and quality of life of people living in inadequate housing as soon as possible, the Government will take lead in the construction of “Light Public Housing” (LPH) and build about 30 000 units in the coming five years (i.e. from 2023-24 to 2027-28).

The Government will take lead in the operation and management of LPH. To encourage participation of different stakeholders in the community, the Government plans to adopt a collaborative approach by inviting organisations with experience to participate in the tender exercises for the operation, management, and maintenance of LPH. The organisations concerned will be required to allocate the flats in accordance with the Government’s specified criteria, sign tenancy agreements with tenants and handle tenancy matters; formulate and implement exit plans for the tenants, assist and arrange tenants’ removal; provide service referral and other social services depending on the needs of individual tenants; and operate and maintain the ancillary facilities of LPH.

The Housing Bureau had previously held a briefing session to introduce the operation and management plan of LPH, as well as the tentative tender process of the operation contracts, to the organisations which are experienced and going to participate in the operation of LPH. It provided a platform for organisations to exchange views and provide comments.
